English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Fiscal Pressures

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of regional authorities recently further found council budgets being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data underscores the scale of challenges confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
