Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the showing of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
