Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of robbery and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. Five people went to hospital for medical care and were later discharged.

Officers arrested a 31-year-old man for suspected theft and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT following reports of several individuals hurt by a noxious substance believed to be pepper spray.

The assault - which police said was a standalone incident and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility briefly.
